SCE Power Outage Will Cost School Project $500,000 In Inflation Costs, District Says

A small power outage west of Pepperdine last night will cost Malibu taxpayers an estimated $500,000.

The city council meeting was cancelled Monday night … because of the power outage … which affected several hundred customer accounts.

The city council is meeting online only … and with the loss of power comes a group of Malibu presidents who cannot access the government meeting.

The city council policy is to cancel meetings if that happens.

This is at least the the third time a city meeting was cancelled at the last minute due to a power outage.

As for the blackout … it was unplanned and not maintenance. 

No description from Southern California Edison as to what went wrong.

But it is going to cost taxpayers …. big.

One of the items on the agenda last night was the final reading of the Malibu high school rezoning…

Santa Monica Malibu school District officials have said moving that rezoning through the city and coastal commission approval process was time critical.

Every month of delay cost the taxpayers $1 million in diminished building funds… Due to inflation that is eating the project alive.

School district officials say delays in getting the zoning and plans through the City of Malibu have cost a half million dollars … from a project that was very tight to begin with.

School district officials had hoped to have the project through city Council and through the coastal commission by the end of summer. 

Right now… It doesn’t look like it will get through both bureaucracies this year.

Architects say the project may have to be downsized…

Back at City Hall… The next schedule city Council meeting is September 27th.

As of last night… It was not clear if the city Council will meet in a special session before then… to try to put the high school train back on the tracks.

Latigo Beach Residents Unhappy With City OK To Shift LAX Flights West, Away From Civic Center

Some residents in the Latigo Beach area are none too pleased that the City of Malibu wants to shift jet aircraft noise impacts into their neighborhood.

The residents were ready to tell that to the city council  last night … until the power outage caused the meeting to be cancelled. 

L A World Airports has asked the Malibu city council for its opinion on a possible departure torte path change for planes taking off from LAX. 

Right now ,…from 6:30 a-m until 10 p-m …. planes taking off over the ocean turn right to cross over Malibu at the pier … at 7 thousand feet.

L A X is thinking about having the planes go up another 1 thousand feet …. And turn right further west … over Puerco Beach … right over Cher’s House.

The city manager is recommending the change … he says it will affect fewer residents … with less noise.

But the new flight path is near Barry Haldeman’s house at Latigo Beach.

“The City Council got a last-minute request to give our opinion to give their opinions on whether it would work or not… it didn’t have time really to go out to the community. But I think it’s a very very important issue and it’s one where something is significant as this should be discussed with the neighborhoods that it affects.”

Haldeman says he realizes that modern conveniences like airplanes make noise … but that a decision like this needs more information.

“It may make sense and I think what we need to find out is what does this “higher” mean for a decibel level, and how do they get to this conclusion? 

“And is there a way to even have the plans go further up the coast, and then do a right turn over an area that is not populated virtually at all?”

The rerouting of planes over Malibu got added at the last minute to last night’s city council agenda … but at an even later minute that meeting got cancelled due to the power outage near Pepperdine. 

The next city council meeting is in two weeks …. Haldeman plans to have a contingent of Latigo beach residents there to ask for a noise study … not he concept of moving the planes takeoff path from the Civic Center to his beach.

Don Schmitz Calls Citywide Meeting To Discuss What’s Wrong At Planning Dept

Every Malibu resident got a latter from real estate development advocate Don Schmitz yesterday.

It’s and invitation to come to a meeting at Pepperdine on October Sixth.

Also a survey.

The topic???

The bureaucratic logjam at the Malibu Planning Department … the years long delays in getting projects up to the Planning commission for a decision.

Schmitz has been working as a permit expediter for decades … he makes his living getting what he calls good projects approved. 

He was the main force behind what he called the La Paz development … now called The ranch at Cross Creek,

That is the massive … 12,058 square foot office building and shopping center now under construction between the library and the Whole Foods market in downtown Malibu.

Schmitz says the city of Malibu planning department is so overwhelmed … that it takes months and months for anyone to get through the process.

Schmitz tells KBUU News he has bio problem with the staff … there just isn’t enough of them.

“Anybody that has even a passing understanding of permitting and other coastal cities recognizes that it’s just taking way too long to get these things to resolution. And the resolution could be getting a bad project getting denied, or a good project getting there and getting approved.”

Schmitz is big on big solutions.

Several years ago … he called on the city and county to build a system of fire breaks … pipelines and reservoirs in the mountains above Malibu … 

That plan went nowhere.

Schmitz has called a public meeting on October Sixth … to discuss the logjam at the city planning department.

And that date is just about when voting will start for the November city council election.

Does this mean Schmitz wants the overwhelmed planning department to become an election issue????

It’s going to cost Malibu taxpayers almost a half million dollars to remove solar electric generating panels from Juan Cabrillo Elementary school.

The school board on Thursday will consider paying off a contract that it has entered 12 years ago.

A company called DFX Santa Monica owns the contract.

Its predecessor company and the school district entered into a 25-year contract for  solar installation and maintenance services for 8 of 9 elementary schools in the District at that time.

But now … the district is tearing down Cabrillo to build a new high school. 

The solar photovoltaic system was taken out of service in July.  

The contract means the District is obligated to pay the termination value of the system. 

The contract signed in 2010 says the termination value this year s $497,938.. 

The school district staff says they have tried to avoid having to pay for the early termination of the system.

And the contract was for 8 schools in Santa Monica and 1 school in Malibu.

But the district is going to make Malibu taxpayers only pay the cost.

Ben Drati Gets Job Review at School Board

Santa Monica Malibu school superintendent Ben Drati is being reviewed by the school board … his job performance … what appears to be the annual review.

Last Saturday… The school board meeting behind closed doors for an undisclosed amount of time to discuss Drati.

And the board has allocated 10 minutes to discuss Drati … again behind closed doors … at its meeting tomorrow night.

Hard to tell what’s happening down there.

Drati was appointed to fix the district in 2016 … after the previous superintendent infuriated many school populations … both in Santa Monica and malibu.

Drati mollified many Malibu parents by getting rid of PCB contaminated classrooms … and brokering a deal to split Malibu and santa Monica into separate tax facilities districts.

But he has infuriated some in Malibu … by actively taking the side of Santa Monica and campaigning against Malibu parents … who want to divorce out of the school district.

Malibu May Benefit From LA County Spending $532 Million On DTLA Homeless

A lawsuit filed by of downtown L A residents and business groups about the ghastly sanitary problems and wretched homeless camps has been settle by L-A County … and the effects will be felt here in Malibu.

Los Angeles County had been fighting the lawsuit … in federal court … even though the City of L-A settled.

Under the agreement, L-A county will fund services at interim and permanent housing that the city of L A had been funding in Skid Row … downtown.

The lack of sufficient services in downtown caused homeless persons to spread out countywide.

Under terms of the deal … the number of eal will nearly double the number of Homeless Outreach & Mobile Engagement teams. 

The county also promises to establish 300 additional substance use and mental health beds.

Righty now … L A county spends about $532 million dollars per year on homeless services.

That will increase by about 160 million dollars … about 33 percent … according to the Board of Supervisors Chair.

The money will come from county taxpayers … and it will mostly be spent in downtown Los Angeles.

But the impact will be countywide.
