Santa Anas To Continue Howling Into The Evening 

Afternoon update: Santa Ana winds will continue to blow, still mostly in the 30-50 mph range with some isolated gusts to 60-65 up top of the mountains. Winds are expected to

drop off later this afternoon and evening, but even after that time it will still be breezy.

Another cold night expected tonight across the coast, especially in wind protected locations, frost advisories are in effect for those areas.

As of sunrise, we saw peak wind gusts of 63 mph in the western hills, 44 mph above Malibu High, 53 mph in eastern hills.

No overnight fire department dispatches in the Santa Monica Mountains region.

All roads open.

Major Water Restrictions Delayed To Wednesday Thru Thursday, Flushing And Drinking Only 

You might remember yesterday we were telling you about a big water pipe construction project that was going to start today … and the directive to stop using water for anything except drinking and sanitation.

Now … that has been delayed 24 hours … it’s going to start tomorrow (Wednesday).

The construction site is muddy and needs a day to dry out … according to LA County Public Works.

This means the order to stop using water for almost everything now starts tomorrow at 2 in the afternoon … and continues until 2 in the afternoon Thursday. 

It’s actually not quite an order … it’s a directive. 

And there is no way to enforce what people do.

This is for the replacement of the water main that serves the vast majority of Malibu and Topanga Canyon.

Water in the local tanks must be saved for any fires, and to maintain pressure in the system.  

If the mains were to go dry, boil-water orders and/or chlorination could be ordered when the dry pipes are restored with water on Thursday.

All work will be delayed 24 hours, to start at 2pm WED, including the closure of one lane of PCH heading towards Malibu, from Chautauqua to nearly Temescal Cyn Rd.

Again … the order to stop using water – except for drinking and sanitation – will now extend for 24 hours starting at 2PM WED and ending 2PM THURS.

Aviator Nation Gets Cited By City For Illegal PCH Exotic Car Show That Drew Cops, Vows No More

Aviator Nation has received a citation from the city Planning Department… a penalty for hosting an exotic car rally without a city permit.

The event was one week ago Sunday. 

Dozens of exotic car drivers crowded the Malibu Pier area that day.

The city says that events branded under the name, “Zuma Cars & Coffee” have been held several times at various locations in Malibu.

None of them have had permits …. And all of them have been shut down.

Sheriff’s deputies also were on the highway nine days ago … stopping high end cars for violating various laws … including loud exhausts and no license plates.

Deputies wrote 11 moving vehicle violation tickets … plus 10 parking citations.

The January 22 event did not have a Temporary Use Permit, and was found to be in violation of City code by the city.

Code Enforcement contacted the property owner … and the city tells KBUU that Aviator Nation was issued a citation for the unpermitted event. 

The business had recently been in front of the city planning commission … and at that meeting … its owners were given a clear set of instructions on what was permitted … and what was not .

Malibu officials tell KBUU that the property owner yesterday assured the Code Enforcement Officer that no further car events would take place at their property. 

Exotic car rallies like the “Zuma Cars & Coffee” event nine days ago have been the subject of extensive complaints.

Without doubt … there is a significant number of Malibu residents who love them.

But they are against the law … unless they have a temporary use permit … and it is clear that the city will not issue a permit for a car rally.

For years … the city operated a small “Cars and Coffee” event at Bluffs Park.

That program ended with Covid … amongst complaints that the car rallies were attracting participants and fans who were turning quiet Sunday mornings into the Malibu Autobahn.

City Rejected MHS Blueprints 9 Times, Then Screwed Up Getting Them To Coastal Commission, District Maintains

City Of Malibu Rejected MHS Blueprints 9 Times, Then Screwed Up Sending The Plans TO Coastal, School District Alleges

The Malibu High School construction project is mired in bureaucratic red tape.

District officials say extensive regulatory delays at Malibu City Hall … and the California Coastal Commission … have delayed the project.

School facilities director Carey Upton is pointing the finger at Malibu;’s Planning and Public Works departments.

He says the city has nine incomplete letters to the school district … each one of them adding permit requirements requesting additional technical studies.

And once the project passed muster at the city Planning and Public Works departments. … the city failed to provide a complete package to the Coastal Commission staff.

Then … the Coastal Commission has twice asked for additional information and/or technical studies.

Of course,…. It is possible that the school district supplied incomplete information in the first place.

In one case … the city complained that the school district did not supply a complete transportation plan for the new high school … when it first submitted the plans.

The delay after delay is costing district taxpayers about one million dollars per month in diminished construction costs …according to a Powerpoint prepared by Upton and posted on the district’s agenda.

The Santa Monica school board will hold a public session on the delays … Thursday at 5:30.

And for the first time … that meeting will not be on the Zoom computer … so Malibu residents will not be able to connect via computer to make comments or ask questions.

The district says  they have some sort of technical problem this week … no Zoom.

The meeting Thursday -will- be broadcast on Youtube … live … for a change … the school district says.

But anyone who wants to make comments must attend in person.

The district says this is only a temporary measure and SMMUSD aims to return to hybrid meetings providing for Zoom public comments as soon as possible.

City Council To Resume Public Meetings, With Public Inside City Hall, March 27

The decreasing levels of Covid transmission is prompting changes in public meetings.

The Malibu City Council will begin holding City Council meetings in-person … but with the  ability for persons to comment on matters via the cimoputer.

That starts March 27th … excuse there are staff training and computer issues to work out to make that happen. 

The City’s Commissions, Committees and Boards will continue to meet over computers only … however.
