LA Supes Are Gong To Move Young Serious Offenders To Malibu Mins, Kuehl Says ‘I Don’t Care’ About Malibu Objections

Moving serious juvenile offenders … young men convicted of murder and other assault … to the mountains above Malibu has been approved by the L A County Board of Supervisors.

And our county suoervisor… Sheila Kuehl … says the Malibu city council; was “ginned up” by county probation union employees to oppose the Malibu concept.

“Kilpatrick is in my district. 

“My Malibu council…  being ginned up by the probation union … to fear these young people …  have voted – you know – they don’t want them either.

“I love my city councils but I have said to them …. I don’t care … you are wrong … you have been made fearful and I think that courage should be infectious to everybody to say no tw people who want to characterize these people as animals.”

Campus Kilpatrick … which had been remodeled into low security high school with dorms and a fence … is there new site for the county’s most serious offenders.

The Los Angeles supervisors voted 4-1 … to close Central Juvenile hall … a dilapadated jail like building built in 1912 in East Lois Angeles.

The question was… where to move them.

The county is now drawing up the blueprints and Environmental impact Report to house inmates here.

“Some claim that young people convicted of the most serious charges can’t be housed in a camp.

“However, our camp facilities do house this population … and it’s problematic to assume that a prison-like facility is the only way to meet their needs … as well as ensure the public safety.”

The county does not call its new plans for Campus Kilpatrick a juvenile prison … they call it the new Secure Youth Track Facility.

The youth who will be tracked here are men convicted of rape … murder … the most series crimes. 

Back 5 years ago … Kilpatrick underwent a $53-million makeover and made it a model for how the county treats lawbreaking kids in its care. 

On Monday night … the malibu city council voted to oppose the move.

And early yesterday morning … four other cities in western LA county also voted to oppose the plan.

They sent the chairman of the local council of governments forth to speak against converting Campus Kilkpatrick into the juvenile detention prison.

“The Malibu-Las Virgenes Council of Governments voted today to oppose Item 10 and support the substitute motion by Supervisor Barger … to maintain the juvenile youth at there Barry J. Nydorf Center.  Thank you very much.”

That was the entire Malibu statement at yesterday’s Board of Supervisors meeting.  The Nydorf Center is the existing juvenile camp and courthouse in Sylmar,

Needless to say … it did not gain any traction.

Supervisor Sheila Kuehl argued that the location ion the Malibu mountains was designed for the very purpose of rehabilitation … not punishment … of youthful offenders.

“Campus Kirkpatrick was designed … I’m very proud to say by my predecessor … Zev Yaroslavsky … to be a place with a new model rehabilitation for young people. It is a good place.”

County officials will now design whatever changes need to made at Kikpatrick … which is on Mulholland Highway about a mile and a half west of Kanan Dume Road,

An environmental impact report will have to be drawn up… And that means the public will get a chance to see the designs and comment on them.

LA Supes To Consider Renewing Reward in 12-Year-Old Disappearance of Mitrice Richardson

Next week … he Los Angeles County Board of Supervisors Tuesday will consider increasing and extending a reward offered for information leading to a conviction in the death of Mitrice Richardson.

She was the Los Angeles woman who went missing after being released from the sheriff’s Malibu-Lost Hills Station in the middle of one night in 2009.

Richardson remained missing for almost a year … until her skeletal remains were found by state rangers searching an abandoned marijuana farm in the unincorporated Monte Nido area.

The Board of Supervisors initially offered a $10,000 reward for information into Richardson’s disappearance in 2009, before her remains were found. It was re-established in 2010 and again late last year, but it is set to expire on Sunday.

The board on Tuesday will consider extending the reward, and increasing it to $20,000 for any information leading to the arrest and conviction of the person or people responsible for her disappearance and death.

Fourth Wave Of Covid Hits Great Britain, As US And Calif Cases Levels Drop Further

Is California in line for a fourth wave of coronavirus?

The state legislatures yesterday failed to enact a republican initiative to end the state of emergency.

A new variant called BA.2 is now the dominant variant in great Britain.

In the U.S., BA 2 accounted for 11.6% of COVID-19 cases in the week ending March 5, an increase from 6.6% in the previous week, according to the Centers for Disease Control and Prevention .

Britain;’s positive rate had been 355 coronavirus cases a week for every 100,000 residents. T

It’s doubled … to 694.

In the European Union, the rate has risen to 872.

The U.S. case rate, on the other hand, has fallen from 145 to 68 during the same time. And California has mirrored wider national trends, with its case rate falling from 148 to 76.

“We know there’s going to be a next variant. We just don’t know if it’s going to be less serious or more serious, and we need to be prepared,” state epidemiologist Dr. Erica Pan said in a recent briefing to the California Medical Assn.

Camarillo Follows Malibu Onto 100% Green Energy Default Choice, Rates To Go Uu 4%, Pollution To Be Cut By 278,000,000 Pounds

It appears that a controversial move by the Malibu city Council to move the city to 100% green energy… As a default choice for local ratepayers… Is spreading.

Much like when Malibu first banned plastic straws… Other cities are copying Malibu’s environmental initiative. The Camarillo city Council voted last week to change its default setting for Camarillo residents 1% green power from the clean power alliance.

The decision will increase residential and small business customers’ monthly rates by an average of 4%.

That’s 7 dollars for a home … and 10 dollars for a business..

Ratepayers, however, can opt out of the default rate.

“The change in your bill is going to be negligible,” Mayor Shawn Mulchay said at last week’s council meeting. “No one will notice it.”

The switch will prevent 278 million pounds of greenhouse gas emissions, the equivalent of removing 27,000 cars from the road or growing 2 million trees, according to city documents.

SoCal Water Usage Creeps Up In Face Of Big Bad Drought

Southern Calijfornians used almost 2 percent more water this January than the January a year ago. 

Statewide  … it’s even worse. The average California used 2.6% more water in January compared to before the drought emergency was declared.

Urban residents are ignoring the state’s pleas to take the drought seriously and cut back.

This is the second-driest January on record.

THE Sierra Nevada had one great big storm at Christmas time… It has been dwindling since. The governor asked for a 15% voluntary cut back in water use statewide.

Some water use experts cannot understand why the governor has not called for mandatory conservation rules.

The answer may be as obvious as the mask on your face.

Disaster fatigue.

Political opponents are already using the Covid crisis as a political tool I guess the governor against the governor and local officials who implemented COVID-19 rules.

One researchers tells Cal Matters that said the mandate should have happened months ago, when reservoirs were low and there was no precipitation in sight.

In January, the State Water Resources Control Board adopted emergency regulations allowing water providers to bar certain wasteful water uses, such as hosing down sidewalks with drinking water.

But those rules have not been implemented by any city in Southern California… And certainly not Malibu.

SM Promenade Garage Used By Many Malibu Drivers Meets Wrecking Ball

In news from down the coast… What may be the most handy parking garage in downtown santa monica is now officially being torn down. We’ve been telling you about the parking structure three on fourth Street between Santa Monica Blvd. and Arizona Avenue.

You’ve probably used parking garage three if you’ve gone to the Apple store or any other of the third street promenade retailers recently. There’s been a huge court battle and free-for-all over whether to terret down and build housing for low income people… As planned by the Santa Monica city Council.

The wrecking ball is slated to start swinging next Monday … according to the santa monica daily press.

Coincidentally … Congressman Ted Lieu announced yesterday that the housing development for homeless individuals $2 million under a federal spending bill signed into law Tuesday.

It is part of a 1 point 5 trillion dollar spending bill signed yesterday by President Joe Biden.

That spending bill also includes $1,000,000 for the an undescribed project at the Agoura Hills/Calabasas Community Center.

Single Lane For Both Directions Today And Friday Near Point Mugu

Two Caltrans Projects making the news today. 

Out near point Mugu… Flaggers will be in the road today and tomorrow and there may be some significant delays. This is near Sycamore Cove… Not far from the big sand dune.

Traffic will be alternated on the one open lane from 9 a.m. to 2 p.m. 

Cyclists are advised avoid the area because the bike lanes will be blocked,

Caltrans has a $51 million project there to build a wall to prevent the highway from falling into the ocean.

And the construction site at Trancas Creek has come to life… After one year Dele after a one year delay caused by the discovery of an unknown fiber line on the bridge that’s being replaced.

Trees and sand dune vegetation was removed yesterday.
