Council To Decide If New Bad Plan Should Replace Old Bad Plan

Malibu’s Emergency Operations Plan … its blueprint to use in disasters  … is itself a disaster.

The old plan was written years ago and is not in compliance with state laws … or for that matter reality.

City staff had just finished a new emergency operations plan … several hundred pages thick … and submitted it to  state bureaucrats in Sacramento when the massive fire hit.

It rapidly became apparent that even the new emergency plan was not appropriate for Malibu.

Many of the problems … like the squabbles over who was in charge over roadblocks and evacuations ….were exacerbated by the lack of a plan… that reflected Malibu’s status as a city that does not have its own police or fire departments.

Why is this important?
The state and federal governments will only approve emergency disaster relief money for Malibu if its plan complies with state law .. and is up to date.

The proposed new plan may do that … but it doesnt handle the evacuation and repopulation issues.

The new plan goes to the city council next week …

The recommendation is that the flawed plan be adopted … to bring the city into compliance now …

But … the idea is to adopt the 2018 Emergency Operations Plan … but have the city manager fix the sections on evacuation and repopulation by midsummer.
