In other Malibu news: California Governor Jerry Brown yesterday signed into law that will give Malibu and other cities new tools to crack down on drug rehab centers …. which have taken over some neighborhoods in Malibu …and elsewhere in the state.

City Councilman Lou La Monte has worked for 8 years on a quest to crack down on the rehabs … he made the announcement at last night’s city council meeting.

NEWSCART 77843  LA MONTE REHAB  :25

QQQ STARTING JANUARY FIRST

“Uh yeah, I just wanted to tell you you may have noticed was some excitement up here during those award ceremonies.

“I just wanted you to know that our bill AB 3162 that we have worked on and gotten through the legislature was just signed by the governor five minutes ago,

“The rehab business will never be the same again … starting January First.”

Under terms of the new state law … a residential rehab center can as of January First only treat patients who actually reside inside the facility… and those numbers are capped according to the license.

And it gives teeth to state inspectors …. who now have the authority to yank a license or issue fines of up to two thousand dollars a day for violating the license.

La Monte has been working for eight years … on convincing skeptical legislators that this was a statewide problem,… and not just a Malibu problem ….

But it has been a big problem in Malibu … with some neighborhoods turned into clinical zones ….

The law takes effect January First.

Malibu has a dark skies ordinance … it takes effect October First.

That’s within city limits.

And the western part of Malibu … in Ventira County … looks like it will get one too.

The ventura County Board of Supervisors on Tuesday approved new rules aimed at promoting dark skies the in Ojai Valley.

Teh Ventura Counrty Star reports the Ojai Valley measure takes two prongs — dark hours plus installation of environmentally friendly lighting.

Much like Malibu’s ordinance … which takes effect in five weeks.

The Star newspaper reports that Ventura COunty  — is commonly seen in “dark sky” measures around the country. The city of Ojai also has a “dark sky” measure and others may be forthcoming for the Yerba Buena area near Malibu and property near Naval Base Ventura County.
