LA Teams In Turkey Save Life Of 18 Year Old Buried In Rubble

One of the search teams sent from Los Angeles County to Turkey rescued a teenaged boy from collapsed building last night.

The 17-year-old boy was found buried in rubble in Hatay, Turkey, on Monday.

That’s almost seven days after the magnitude 7.8 earthquakes devastated Turkey and Syria last week.

A Tweet was posted last night by Mike Leum …  who works for the L.A. County Sheriff’s Department.

The teenager was “uninjured and talking.”

It’s not clear how long the Los Angeles firefighters … structural engineers and sheriff’s department workers will be working on the collapsed high rises and other quake damage.

Controversy Boiling As Malibu City Council May Veto $800,000 ‘Extortion’ For Norm Haynie’s Hotel

The proposed Sea View Hotel at Billionaire’s Beach is all of a sudden controversial.

And it turns out … the Malibu City Council will have one more crack at the issue.

The hotel … proposed by developer Norm Haynie … and it had sailed through the city Planning Commission and city council will almost no opposition.

That was before Malibu people figured out that approval of the hotel would also mean an 800 thousand dollar payment to the state Coastal Commission to further affordable overnight lodging somewhere in Malibu.

And that somewhere in Malibu turns out to be a camping site … for up to 40 people … proposed  by the MRCA off Kanan Dume Road … partly in city limits.

Developer Norm Haynie tells KBUU he was forced to make the $800,000 “contribution” in a deal he described as “extortion.”

Last week … the California Coastal Commission approved the proposed hotel … on the condition that the builder pay $800,000 dollars to fund the campground off Kanan Dume Road.

But it turns out … the Coastal Commission tinkered with the Coastal Plan amendment approved by the city council … the agreement that spells out the $800,000 payment for “affordable overnight lodging”

City planning director Richard Mollica says that means … the hotel plan has to come back before the Malibu City Council one last time.

“The Local Coastal Program amendment will be sent back to you … to the city council.

“We’ll be bringing an item forward for certification. 

“And the council has the opportunity at that point either accept the changes that were made by the Coastal Commission.

“Or if the council does not accept the changes, that effectively would essentially kill that Local Coastal Program amendment … and if there is interest … it would have to start over.”

The developer told the city council last night he was hoping for a quick approval … without even a public hearing.

“I would appreciate it if it was put on the consent calendar for the city Council as soon as possible. There was some wordsmithing but there were no changes in the intent of the project that the city approved over a year ago.

“So, that’s my request.”

Mayor Bruce Silverstein made it clear … a consent agenda passage … without public opinion … is not going to happen.

And Silverstein says now that the Coastal Commission has made a minor, technical change in the permit, it’;s a Coastal plan.

Not the city’s.

The Malibu city council has already once approved the hotel project.

Silverstein says that approval did not include the MRCA extortion.

But now that the hotel’s tie in to the camping project is out in the open … some people are hoping the whole deal can be blocked. 

At the meeting Monday … Silverstein assailed “local press reports” as inaccurate.

He said the local press reported that the Coastal Commission was not correct when it reported that the Coastal Commission approved the Malibu LCP amendment for the hotel.

He says the change made by the Coastal Commission makes the Hainey Hotel LCP change a Coastal Commission LCP change.  

The facts are otherwise.

As KBUU reported …. the Coastal Commission approved the Hainey Hotel LCP amendment with a small technical change.

But after this article was printed Tuesday night, Silverstein sent an email to KBUU saying the original article was incorrect.

Silverstein says “… and we quote … the City Council knew nothing about any funding for the MRCA camping project when the Sea View Hotel project was presented for approval.

“Indeed, it is not even clear whether the deal for the additional $800,000 had yet been proposed to Norm by the Coastal Commission at that time.”

Silverstein blamed bias against him from KBUU, which he described as a blog.

And he said he would continue his policy of not speaking with the radio station’s reporter.

MRCA Spokesman Avoids Inconvenient Facts On Campgrounds Before Council

Speaking of the Mountains Resource Conservation Authority … the MRCA sent two people to speak at Malibu’s city council last night. 

Joe Edmiston’s MRCA is apparently at least trying to give the appearance of getting input from the city.

One MRCA guy gave a rosy picture of the MRCA dropping off garbage cans near beaches … and additional patrols on MRCA land around Malibu.

The other gave an update on the MRCA’s effort to bypass the Malibu city council … and approve its own plan to build two campgrounds in Malibu.

Mario Sandoval said several hundred people have filed comments on the environmental planning for the campgrounds.

“We have received over 260 public comments in the form of emails letters and emails during the 60 day public scoping.… Which was 30 days beyond the legal requirements. We held a public scoping meeting on October 27 of 2022 that was well attended by local residence and the public in general where we lined out the project and the notice of preparation iand nvited people to provide their comments.”

Fact check.

That is not true.

The MRCA did not “line out” the project.

No maps or plans showing the exact impact of the campground at Bluffs Park have ever been presented.

No Initial Study on how adding 480 sleeping places across PCH from Pepperdine was given for the public to comment on.

The Bluffs Park campground and the Kanan Dume Rd. campground were only briefly described.

It was impossible for people to comment on what the environmental impacts might be without knowing more details about what the project might be.

MRCA knew that … and intentionally bypassed presenting an Initial Study… 

Under California’s environmental quality act … an Initial Statement is usually done to lay out the plan … and to alert people what to check for when examining the environmental impact.

MRCA did not prepare an Initial Study.

It went directly to soliciting public comments … to ask what environmental issues the public wants studied … on a project that it gave no details on.

Sandoval also didn’t say that those public comments can simply be ignored by the MRCA board.

And the MRCA board does not report to Malibu … it reports to parks agencies in Simi Valley and the Thousand Oaks area. 

The MRCA contends it has the sole right to approve their own plans to add two campgrounds in Malibu. 

Malibu says the projects are in Malibu and must go before the city planning commission and city council.

The MRCA has plans for 480 campers at Malibu Bluffs Park … clamping in yurts … cabins ,… and group camp sites.

That … plus 40 campers off Kanan Dume Road … at a campground that is partly in Malibu city limits … but mostly in unincorporated L A County.

Malibu High Teachers Meet With Deputies To Review Plans And Agree On Common Terms

Shootings at high schools and universities continue to alarm parents.

Just last night … 3 people were killed and another 5 injured in a shooting at Michigan State in East Lansing Michigan.

After the mass killings at Uvalde Texas’s elementary school … the county sheriffs department and the City Of Malibu have been concentrating on security at Malibu’s schools.

Last week … faculty and staff at Malibu high school held a round table exercise with the local sheriffs office.

Sergeant William Velek said it was important said it was important for school employees and the sheriffs office to speak the same language… To use the exact same terms when talking about things like lock down and secure the environments.

“We did a tabletop exercise with the teachers on what their responses are during a lockdown scenario… 

“It was an active shooting scenario that we ran through with him to see if the staff knew what their responsibilities were. 

“And they did very well, we had very good feedback from the staff and from the admin on that.”

Sheriff’s deputies are confident they have secure campuses in Malibu.

Two City Council Members Oppose Malibu Film Society Showing Films At Malibu Church

At least one city councilman has made it plain … he will not lift a finger to bring movies back to Malibu.

At last night’s city council meeting … Malibu Film Society director Scott Tallal again implored the city council to reverse a decision made by the city planning director.

After years of encouraging … and even partially funding … the showing of first run movies at Malibu churches … the city reversed itself two years ago and said the zoning rules did not allow the full schedule of films to be shown.

The film society’s Tallal told the city council last night that no permits needed to be pulled to show film in churches … because the original two city council grants to the Malibu Film Society  more than a decade ago implicitly allowed the screenings.

“Both grant applications clearly disclosed our plans to hold screenings at that location and Mr. Thorsen says ‘that use fit the facility …no additional permits would be necessary.’

“Under existing municipal code … the auditorium at Malibu Pacific Church is specifically designed to accommodate events like ours and therefore it does not need a temporary use permit.”

The reaction of city council member Steve Uhring … in tone … can be summed up as “tough nerts.”

“Scott you know we offered you the opportunity to use City Hall and apparently decided not to do that. 

“I think that’s still open for showing movies.”

Tallal has said that the major movie studios will not allow his group to screen first run exhibitions at city hall … which was not built as a movie theater … with a flat floor … bad sight lines … and a sound system that does not meet modern movie standards.

For his part … Bruce Silverstein suggested that the Malibu Film Society move its movies to Malibu High School … apparently unaware that the middle school and high school drama departments frequently use the auditorium at night.

Uhring and councilman Bruce Silverstein have objected to movies being shown at the Malibu Pacific Church … which just happens to sit just down the street from both of their homes.

Lunches Are Hit And Miss Due To Supply Problems And Not Enough Workers, SMMUSD Says

Lunch menus at Santa Monica-Malibu Unified School District campuses have been limited and unpredictable lately due to shortages of certain items and lack of staff.

Director of Food and Nutrition Services Richard Marchini told the Santa Monica Daily Press that  supply problems are severe.

“We really don’t know what we’re going to get shorted until it shows up on our loading dock,” he said. “ I feel bad for the kids because there’s only a handful of things we can actually put on the menu that we know we will actually get.”

Marchini told the Santa Monica Daily Press this has left him and his staff to go to different grocery stores and vendors on a regular basis to fill in the gaps.

“We kind of run around to the stores and see what we can source and hopefully we’re able to get something of similar quality to what we would normally serve,” Marchini said. “You go to Restaurant Depot, and you really can’t say, ‘hey I need 80 cases of hamburgers.’  The guy or girl will look at you like you’re nuts.”
