18-Year-Old Girl Killed By BMW On Wrong Side Of Malibu Canyon Road

The woman killed in a head-on crash in Malibu Canyon Saturday night has been identified as an 18 year old girl from Laguna Hills … in Orange County.

Skylar Scripter was a passenger in a 2009 Kia sedan that was rounding the sharp turn … north of the tunnel and south of Piuma …

A brand new …. speeding BMW 5 was on the wrong side of the road … rounding the curve,.

There were four young women from Orange County in the Kia.

It caught fire … the 18 year old girl was killed.

The other five people in that car had broken hips … broken ribs and the driver had one punctured lung.

Malibu city councilman Steve Uhring said his wife was on the canyon road in the hour before the crash.

NEWSCART A73135 MALCYNFATALSU

“She walked in the door and said ‘you won’t believe the stupid people who are driving on Malibu Canyon.’ She was on the same curve right below Piuma … south of Piuma … where the accident occurred … and she said some car came running past her, passed her on the curve and then passed the car ahead of her … at the same time… alright?”

The driver of the BMW 5 is identified as 21 year old Petros Gharibyan of Glendale.

He was apparently speeding and on the wrong side of the road.

This is the second raid fatality in the Malibu area this year.

A woman erased killed when she was hit by a car while running across PCH at Moonshadows in January.

Uhring says the CHP has only one car patrolling Malibu Canyon Road at night.

That might be overly generous … there may be only one or two CHP officers working all of the mountain and canyon roads in western LA County at any given moment.

No charges have been filed against Petros Gharibyan of Glendale.

Fire Chief:  Staff In Malibu Has Not Been Reduced For Covid Or Any Other Reason

Los Angeles County firefighters are telling Malibu that there has been no reduction in forces here due to the Covid vaccine controversy..

LA County Sheriff Alex Villanueva has blasted the fire department for disciplining firefighters who refuse to be vaccinated against COVID-19.

The county fire department has suspended for five days an unknown number of firefighters who are refusing the public health policy adopted by the Board of Supervisors that requires all employees to be vaccinated.

But the suspensions have been postponed … delayed due to the omicron surge… they will not be implemented in the immediate future.

On February 8th … the Board of Supervisors voted to fire any sheriffs deputies or firefighters who still refuse to be vaccinated.

Villanueva blasted the supervisors for allowing the suspensions in the fire department … called it a  “death blow to public safety in Los Angeles County.”

Drew Smith … the assistant fire chief  for the Malibu area … did not address the suspensions when he spoke to the Malibu community last night at the city council meeting,.

But he did address the consequences.

NEWSCART A73133 FIRESTAFF DREW SMITH

“There’s been some rumors out there that we have cut staffing… That we don’t have as many firefighters on her engine… and that is not true.

“Through this whole two years of Covid we have not had any reduction in our workforce for all the fire stations within the City Of Malibu… Or the adjoining stations that support the City Of Malibu… for any of the emergency responses that we have.”

The vast majority of firefighters and sheriff’s deputies have been vaccinated against Covid 19 … county officials say.

New Top Cop At Issue-Plagued Malibu-Lost Hills Introduced

The new top cop introduced himself to Malibu last night.

Actually … Lt Joe Fender is very familiar.

He is the new acting captain at the malibu Lost Hills sheriff’s station.

Until seven months ago … fender was stationed at the Malibu Lost Hills station … frequently … overseeing major crimes in Malibu in his role as the lieutenant overseeing detective work.

NEWSCART A73132 NEWCAPT JOE FENDER

“I was the detective lieutenant here at Lost Hills Station. I served as the service area lieutenant for the City of Hidden Hills and the City of Westlake Village and I did a lot of good work with the City of Malibu and Susan (Duenas). I’ve still been involved since I left with the building and outfitting of our Malibu substation that’s still kind of in the works so I’ve been keeping up that with Susan and our contract law bureau and Susan and (Interim City Manager Steve). McClary so even though I left for seven months I still had my fingers in the figurative pie here.”

Fender replaces controversial Lt. Chuck Becerra … who has been transferred out.

Malibu Film Society Gets Booted From Local Churches, Silverstein Says Residents May Want It That Way

The Malibu Film Society has been ordered by the city of Malibu to stop holding its screenings in local churches.

Years ago … when Malibu’s movie theater closed … the city allowed first run films to be shown at the Malibu Jewish Center and Synagogue.

And that worked fine for years … until a competitor … the Malibu Film Festival … raised objections.

The Malibu Film Festival is owned by an out of town investor.

The Malibu Film Society is a nonprofit local group.

The city staff took the out of town investor’s side … took a close look at city codes … and ruled that the Film Society needs to take out temporary use permits for every movie that it shows.

They show dozens of films a year to very small and very quiet crowds.

E Barry Haldeman … a film society director … complained to the city council last night.

NEWSCART A 73138 MFSEBARRY

“The City Council administration embraced the society from the beginning, and gave us grants and realized the benefit to Malibu.

“And the City Council and the Planning Department interpreted the law is not requiring a temporary use permit for any of our screenings.

“But suddenly the planning department has unilaterally determined that the city’s interpretation of section 17.68.040 for the last 12 years… and the precedent on which we relied… Was wrong single-handedly. Single-handedly. And we need a temporary use permit for every screening we do.

“That is ridiculous.”

And some council members were sympathetic.

Karen Farrer.

NEWSCART A73139 MFSKF

“What I don’t understand is: what changed. Everything was going along… Things were fine… We didn’t change the ordinance… We didn’t change the requirements.

“We had something to do I don’t know what room we had something that … in my opinion … was not broken … so I don’t know what we’re fixing there.”

Others said the issue is not so simple.

Bruce Silverstein lives very near from the Malibu Pacific Church … which has offered to host Malibu Film Society screenings.

NEWSCART A73136 MFSBS 111

“The church on Malibu Canyon Road … the church is sitting in a neighborhood. It’s at the beginning of a street… There are 10 or 15 houses on that street…

“I don’t know what the neighbors who live there would have to say about 50 events that are not part of the church being done there. Maybe it would be a great thing.”

Silverstein did not disclose that he and councilman Steve Uhring both live close to Malibu Pacific Church … where etc e film Society was blackballed by city hall.

In fact… the Planning Department has told the church that it can host events … but only if the Malibu Film Society or any other group is not listed as a co-sponsor.

And at the city council meeting last night … Silverstein raised a past gripe with the Malibu Film Society.

NEWSCART A73137 MFSBS 222

“We were not allowed to come in … because my wife has a service dog… not a pet that she takes around to try to get into places … but a service animal.

“And the Film Society violated the Americans with disabilities act by prohibiting us from coming in.

“So that’s also an issue that needs to be addressed.”

Bruce Silverstein suggested that the Malibu Film Society start showing its movies inside the city hall chambers .. pointing out that he lives right uphill from there and does not object to that.

=====
