Light rain this morning … very windy and clearing this afternoon … very cold tonight.

A blustery day in Malibu … the forecast is coming up.

= =

It’s been one year since Malibu and the rest of the nation went indoors.

Over the weekend … the doors burst open.

Last night … a huge party on Point Dume … shuttle buses … valet parking … the works.

Today ..restaurants are reopening.

Elementary schools … reopening to limited attendance.

High school and middle schools … opening soon.

Vaccine appointments are more widely available … for people with chronic diseases.

L A County has moved into the red tier …. Ventura County moving that way.

More poeple are eligible to sign up fopr vaccinations …. but all that practicallty means is that th eline will get much longer.

Hundreds of thousands of people in L A County are now eligible … as of today … to get a shot.

But the flow of vaccine into the region has not substantially increased.

Only 644 new cases diagnosed across Los Angeles County yesterday … those numbers are always low on weekends … but it is dropping.

The positivity rate … 1 point 6 percent.

Down from 2.0 percent … a week ago.

And the death count … 28 deaths … compared rto 250 deaths a day just after Christmas.

As for reopenings … you’ve heard the list … they are in effect in Malibu as well.

Restaurants can open indoors at 25% capacity but must maintain eight feet of distance between tables.

Museums may open indoors at 25% capacity.

Gyms, fitness centers and yoga and dance studios at 10% capacity.

Movie theaters … yes movie theaters … open at 25% capacity, with reserved, separated seating for groups.

Retail and personal care services at 50% capacity.

And indoor malls can operate at 50% capacity.

The change in tiers also means that county residents can gather with members of up to two other households indoors … but must wear masks and maintain social distancing.

Fully vaccinated residents can gather in small numbers indoors without masking.

And the big item … under the new guidelines … schools may reopen for in-person instruction for grades seven through 12.

Local school officials have control over when reopening will occur.

In Malibu … the two elementary schools are going back into very limited sessions.

And middle and high school kids may be back after spring break … in April.

A helicopter search up the canyon from Paradise Cove last night.

What looked like a fresh car over the aide was spotted on the very steep hillside below Kanan Dume Road.

The car was spotted just before sunset from across the canyon.

Rescuers called in an L A County fire helicopter … which found not one but two suspicious cars in the canyon.

One may have been there for a while … the other may have been more recent.

The cars were marked with spray paint X markings …

No people were found down there.

The Malibu pesticide ordinance went before the California Coastal Commission last week.

And it was postponed …. to a futrure date.

Malibu is askzing to be allowed to ban poison … used on animals … and chemical used to kill plants.

It’s part of Poison Free Malibu‘s campaign to get around state laws that protect the chemical industry from city ordiannces that attempt to throttle back the use of pesticide and herbicides.

It’s not clear why the matter was pulled from the agenda of the CVoastal Commission last week.

No reason was given.

A large party last night on Point Dume has residents complaining on soclial media.

A huge crowd … shuttle buses … jammed streets … people everywhere.

Life appears to be getting back to normal in Malibu.

Late last week … an official investigation in Los Angeles says police disclosed they had botched their response to peaceful Black Lives Manner rallies last summer … and a big confrontation last weekend in Hollywood.

Satuerday night … there was a BLM protest to commemorate the one year anniversary of the police shooting of Breonna Taylor … in Lexington Kentucky.

There is video showing an LAPD police cruiser driving off with someone clinging on its hood … during the protest Saturday night at Hollywood at Vine.

At least 200 people took to Hollywood and Vine late Saturday calling for justice for Taylor, who was fatally shot by police in her Louisville, Kentucky, in a botched raid one year ago.

Ten people were arrested in Hollywood.

Three police officers were injured.

One officer has damaged hearing … after some numbskull threw a firework-type explosive device at him.

Just last Thursday … a Los Angeles city council report denounced the Los Angeles Police Department’s violent mishandling of racial justice protests last summer.

Those mostly-peaceful and lawful assemblies were sparked by the police killing of George Floyd.

The L A City Council had the investigation undertaken.

It cites LAPD for illegally illegal detaining peaceful protesters.

It criticizes LAPD officers’ excessive use of force, including assaulting protesters with rubber bullets, bean bags from shotguns … and flying batons.

It was a different type of police miscinduct in Santa Monica …. where the L A County sheriff and Santa Monica police completely botched the response there …to another peaceful George Floyd rally.

That rally was attended by many people from Malibu … who got penned in and corralled by Santa Monica police near the Santa Monica pier.

This at the same time that organized bands of thieves sacked downtown Santa Monica … as the police ahd sheriff’s deputies concentrated their forces on the peaceful protest at the pier.

In news from up the coast … alarm bells are ringing in the agricultural area just 15 miles wets of Malibu.

The strawberry and broccolli fields are sitting atop oil … and most of that oil has been pumped up over the last 90 years.

But there is thick gooey tar remaining underneath … and the battle is over oil industry plans to inject steam into the earth to boil the oil out.

Last march … the ventura County Board of Supervisors clmaped an emergency shutdown on the steam injection plans ….

That’s becuase petroleum gasses have been detetced in groundwater … water that is used con crops consumed across America.

Not to mention 700 thousand people in Ventura County who get their drinking water from the ground.

A company called PEAK Operator LLC proposed 79 new tar sands wells near multiple water wells between Oxnard and Camarillo.

This Limited Liability Corporation .. however … was cited with numerous permit violations.

But they want the temporary moratorium lifted.

The latest health study shows no major health issues … from the small amounts of oil and gas in the water.

No widespread contamination of the water supply.

A group called Climate First … replacing Oil and Gas is spounding the alarms …,.

They say the two state agencies that are supposed to be regulating the petroleum industry are not.

And their fears are enflamed by recent findings by the U S Geological Survey.

Or rather … the lack of findings.

The USGS was unable measure possible oil and gas in water in wells operated by the oil company in the Oxnard Plain … becaue the oil company would not let them in to take samples.

We got just a smattering of rain overnight

Today’s weather in dominated by rain in the morning and winds this afternoon.

Not much rain .. probably a quarter inch at most.

Winds over the mountains will whip up at midday … as the cloud disappear.
