Written by on July 12, 2018

A bombshell at the California Coastal Commission meeting … yesterday in Santa Cruz.

Commission executive director Jack Ainsworth revealed that the staff has not only decided in favor of the proposed M R C A campground at Puerco Canyon …

But the Coastal Commission staff is preparing to fund it … to the tune of four million dollars.

Here’s the Coastal executive director … Jack Ainsworth … explaining to the commission yesterday about a recent meeting he had with M R C A officials … in Puerco Canyon.

NEWSCART 77639 AINSWORTH 111 :24 QQQ: IN LIEU FEE.

“The Mountains Recreation and Conservation Authority’s Puerco Canyon property.

(That’s) where MRCA’s running overnight programs for underserved youth there, and has plans for a new camping facility use, utilizing $4 million dollars in funding from the Commission’s low cost overnight accommodation in lieu fee.”

Catch that?
Malibu developers are paying for the campground … through something called their in lieu fee for affordable lodgings.

If you take a piece of land or a hotel that is zoned in the Coastal Plan as a visitor serving parcel . and … do something else with it … you have to pay an in lieu fee to develop low cost lodgings elsewhere.

That includes if you take a piece of land out of circulation … like the 5 houses that used to known as the Crummer site.,… have to pay into the fund.

If it gets built …Richard Weintraub’s proposed Malibu Cemetery is on the hook for two million dollars in mitigation money for eliminating the low cost hotel that had been planned there …from the Malibu coast.

That money will pay for part of the Puerco Canyon campground.

The fancy hotel renovations at Billionaire’s Beach  … none of them have low cost rooms … they all paid into the in lieu fund.…

That’s been happening a lot in tony Malibu ….

Now … that will all will pay for the Puerco Canyon Campground.

There’s been no public discussion on this funding … certainly no public vote by any state agency.

But as you heard the coastal chairman reveal yesterday in Santa Cruz ….Malibu is going to pay to build the campground … at Puerco Canyon … for Joe Edmiston’s M R C A.
