City Tells MRCA It Screwed Up Big Time On Puerco Campground CEQA Process

Written by on July 10, 2018

The City of Malibu has issued a major legal broadside against the M R C A … and its plans for a giant campground in the hills above Malibu.

The city alleges that the M R C A illegally launched an environmental review on the project all by itself … when a major part of the project is inside the city limits.

The campground would be accessed only by Puerco Canyon Road…

Over one mile of the road is within the City limits, … and the city letter points out it is currently a narrow, hilly and winding dead-end.

But the M R C A’s proposal does not explain how that will be widened.

Leaving out that component of the project results in piece-meal planning and violates CEQA … says the city.

Worse … because the city owns the road … the city says it has veto power and control over the access road.

And the City therefore needs to be in overall charge of this … not the M R CA … isofar as the purposes of CEQA.

Malibu has also complained that the M R C A held its required public meeting outside the City … not effective for generating the local participation and input intended by CEQA.

The city wants to know how the campground would be staffed.

How would sewage be disposed.

Herbicide use — Roundup — has already been observed and the city objects to that.

The city wants the MRCA to address how fire response will be conducted

Special events.

Crowd control.

Social media overload.

No response in any of that yet from the M R C A … they don’t ever talk to reporters from Malibu … so we don’t expect any.
